title = "Analyzing E-government policies: The actor's perspective",
abstract = "Internet presence for governments is usually product of E-government projects. Complexities on them are often affected by factors beyond Information and Communication Technologies (ICT). Although important fund investments are commonly assigned on such projects, they not always reach expected goals. Based on our research we have concluded that actors, especially strong political ones, play a critical role on E-government projects success or failure. Evidence on has been found in cases we have analyzed both in Chile and Costa Rica. If projects are not on high priority for key actors, no matter if they have potential of social benefits or enhancement on productive areas, problems or failure risks increase. We describe an analytical model used for assessing some numeric indicators that confirm previous statements. This article continues the model description and research results of a previous work (Cort{\'e}s Morales \& Mar{\'i}n Ravent{\'o}s, 2012). Some of those results are reviewed in order to provide insight of the model explanation ability.",
