A Proposal using an e-Participation Strategy for the Evaluation of Public Transport Service in Costa Rica

Abstract

Although the citizen participation is intended in order to approve fare adjustments on bus service in Costa Rica, poor results have been noticed since the means and/or technical aspects to propose or to oppose such adjustments are complicated, unknown or not available for most population. This research has analyzed two important experiences on e-Participation in Chile and Colombia in order to identify critical factor on distinct dimensions (political, administrative, economic, social and technological). The findings were used to propose a solution for the evaluation of the main transport public service (buses) in Costa Rica that can be used by the Public Authority in this field.
