Description
Informal settlements are communities that fall outside local governments' development plans, hence their populations face bigger challenges to ensure minimal conditions of quality of life. Due to a lack of officiality, these communities aren't completely taken care of by the responsible institutions. Informal settlements are invisible to neighboring communities and decision makers, including urban planners, politicians and government institutions.
Due to low digital literacy regarding the use of information and communication technologies, the inhabitants of these settlements are mostly consumers of information rather than producers. They lack the skills to generate the information required by decision-makers.
The problem to be addressed is the invisibility of informal settlements by the rest of the population and the institutions involved in urban planning and the general welfare of the population.
The solution will focus on making informal settlements visible through the production of open urban and cartographic data. A trial project on the informal settlement of "El Erizo," located in Alajuela's central canton, is proposed. This project aims to empower the population of "El Erizo" to self-manage the cartographic information of their community using free and open tools and services
