Description
Biodegradable solid waste presents a significant challenge for municipal management, as it accounts for almost half of all ordinary waste generated, consumes substantial municipal resources in its final disposal, and, during the transition between collection and disposal, generates a range of adverse effects such as leachate, foul odors, and pests, among others. Additionally, the decomposition process produces significant environmental impacts, such as the generation of greenhouse gases. While the problem is serious and largely understood by the population, promoting truly integrated waste management is not always feasible. The canton of Naranjo is no exception, and its municipality has been implementing comprehensive waste management initiatives, although these show a growing trend, as does the number of residents who fail to pay for this service. Currently, the Municipality of Naranjo offers selective collection of recyclable materials. However, it lacks sufficient resources to implement a strategy aimed at reducing the biodegradable fraction charged to the daily municipal solid waste collection and disposal service. This is the main problem to be addressed in this project. To address this problem, two main approaches are presented in this project: education and the circular economy, duly transferred and planned through an Action Plan.
In summary, the proposal aims to "Contribute to the comprehensive management of biodegradable waste in the canton of Naranjo through a cultural shift and action planning with an educational and circular economy approach." This will be achieved by establishing a baseline of local competencies, and then adapting and implementing an educational process that permeates the culture and local knowledge to value biodegradable solid waste, as proposed by the principles of the circular economy and the National Composting Plan, which aims to achieve a country with landfills free of organic waste. Finally, the project plans to co-create an Action Plan for the municipality that, based on a clear objective and short-, medium-, and long-term guidelines, will guide the municipality in its comprehensive management of this type of waste
