Description

Traffic accidents have consequences on the economic growth of countries, due to the costs incurred after an event, such as medical expenses, reduction of the workforce, human losses, property damage, among others; in addition to consequences for those involved in the events and their families. Therefore, it is important to establish changes that allow optimizing the movement of people, keeping in mind road safety, the different users of the transit routes and their safety, these changes allow the improvement of the road infrastructure, which becomes a mechanism essential to reduce injuries caused by traffic, in addition to being translated into improvements in health, the environment, employment, education, among others. In the canton of Matina, the deficiency in the road infrastructure is identified as a social and economic risk, which is evidenced in the number of people involved in traffic accidents, which according to the Statistical Yearbook of Traffic Accidents with Victims in Costa Rica By 2021, 251 people were involved (mostly motorcyclists and drivers) and with 10 fatalities, pedestrians being affected in greater numbers. In order to achieve improvements in road safety, it is important to have effective leadership, who can coordinate with all those involved (health sector, transport, education, police) and who provides the resources to support initiatives that arise from safety countermeasures, aimed at to reduce mortality caused by traffic. Aware of this reality in the Municipality of Matina, they have shown their willingness and interest in participating in this project, betting on improvements in the management of the Cantonal Road Network, which can become an element of strategic value for local governments, for the subsequent effect on the quality of life of users, the environment and development of the canton. To do this, the iRAP methodology of the International Road Assessment Program, which aims to inspect high-risk roads for subsequent star classification, risk mapping and investment plans that allow safer roads to be reached, reducing deaths and injuries on the roads.

General Objective

Evaluar el riesgo de siniestralidad para los usuarios de las principales vías y su entorno en el Municipio de Matina por medio de la metodología iRAP (International Road Assessment Programme), que permita la clasificación del nivel de seguridad y la determinación de contramedidas a través de planes de inversión, lo que posibilite la reducción del riesgo asociado al uso de la infraestructura vial cantonal.
