Description

The use of digital technology generates changes that impose new demands on society as a whole, especially for those job profiles that are directly related to the use of digital technologies (DTT), because it is people, not just technology, that transforms organizations. Hence, there is a need to ensure that this workforce has or develops a set of behavioral competencies that prepares them to perform their jobs efficiently. The literature presents the existence of general frameworks of digital competences, especially in the European Union, which by their nature are general and broad references, oriented mainly to the education sector and public administration. However, the scope of these reference frameworks does not extend to the construction of tools for estimating the level of digital competences or behavior in collaborators in specific sectors or contexts, such as digital technology, which this research aims to achieve.

Faced with this void, the literature calls on scholars to develop instruments in this line of research that allow for estimates of the existence and level of digital and behavioral competencies in different work groups. Research was carried out in Costa Rica to verify whether this type of instrument had been developed in the digital technology sector, and no evidence was found at the national level.

For this reason, this proposal is oriented to develop an instrument for estimating the level of behavioral competencies (commonly known as soft skills) in collaborators in the digital information technologies sector of Costa Rica. This instrument will allow people to identify and measure behavioral competencies, specifically for two fundamental groups of collaborators in the TD sector: software developers, considered the first line, who attend to the services or products that the organizations request, and the other group, the project managers in charge of the aforementioned personnel

A mixed research approach will be used to achieve the objectives of this proposal. In the first phase, an exploratory study will be carried out to identify which competencies the experts in this sector consider most important. Based on the information gathered, the second quantitative phase consists of determining the reliability and validity of the proposed instrument

General Objective
