Description
Since 1995, the CCSS-JICA-UCR Gastric Cancer Screening Program, which was
transformed in 2000 into the Cartago Gastric Cancer Early Detection Center (CDTCG), has
been successful, reaching early detection levels comparable to developed countries such
as Korea and Japan. This program has a target population of approximately 130,000 people.
The CCSS Board of Directors declared the CDTCG as a specialized center with national
coverage, which will involve covering almost 1.2 million people.
The CCSS established the now CDTCG with its own programmatic unit and administrative
structure to implement institutional policies and organize its operation as a National Center
(CNDTCG). Previously, the CCSS attempted to implement a strategy for early detection and
timely treatment of gastric cancer, but this initiative was unsuccessful, highlighting the need
for a specialized unit to manage the model. A joint effort between the CNDTCG and the TEC
is proposed to support the analysis of objective information necessary for the Center to
establish the bases for its national implementation. This analysis will focus on determining
the current situation and future projection of care, infrastructure, human resources, training,
as well as analysis of work capacity, information flow, and standardization potential to deploy
needs over a time horizon. The result of the project aims to be a dashboard that facilitates
decision-making regarding the planning of the growth of health services, taking into account
demographic and epidemiological variables. This CCSS project will contribute to improving
public health in the future and will strengthen the capacity of the Costa Rican health system,
seeking to reduce the incidence, prevalence, and mortality of these diseases.

La gestión de operaciones involucra la definición de estrategias, planes y acciones que se
llevan a cabo para que una organización funcione de la mejor manera: lograr eficiencia
administrativa y productiva. Este proyecto dará insumos cuantitativos sobre los recursos
actuales y proyectados necesarios para la puesta en marcha del Centro a nivel nacional,
así como una clara definición de brechas y propuesta de plan de despliegue secuencia para
la implementación del Centro. Es el Centro quien apoyado por las diferentes instancias de
la CCSS quienes decidirán las acciones a seguir, pero la relación con el TEC le permitirá
recolectar y analizar la información necesaria para la toma de decisiones. Apoyar la gestión
de este proyecto permitirá la sostenibilidad de los planes que se decidan.
