Costa Rica’s judicial system is at a crossroads. Despite being recognized for its democratic stability and strong constitutional framework, the country faces persistent challenges in ensuring equitable and timely access to justice for all citizens. The "Estado de la Justicia" reports underscore systemic inefficiencies, including chronic underfunding, bureaucratic delays, and a growing backlog of cases, which disproportionately affect marginalized and rural populations. These issues are compounded by geographical barriers, limited digital literacy, and a lack of transparent processes, leaving many citizens, particularly those in vulnerable situations, without effective recourse to legal remedies. A critical example of these challenges is the Sala Constitutional (also known as "Sala Cuarta"), Costa Rica’s Constitutional Court. While the Sala Cuarta has played a pivotal role in expanding constitutional rights and protecting citizens from state abuses, its effectiveness is increasingly strained by high caseloads, procedural delays, and limited technological integration. The court’s ability to deliver swift justice is often hindered by manual processes, paper-based workflows, and a lack of digital tools for case management and citizen engagement. As a result, many Costa Ricans, especially those in remote areas or with limited resources, face prolonged wait times, unclear procedures, and difficulties in accessing legal assistance, undermining the democratization of justice. The democratization of justice in Costa Rica requires not only legal reforms but also technological innovation to bridge the gap between citizens and the judicial system. The adoption of Software as a Service (SaaS) and Artificial Intelligence (AI), particularly Large Language Models (LLMs), offers a promising pathway to modernizingthe system. These technologies can automate administrative tasks, provide real-time legal guidance, and enhance transparency, making justice more accessible, efficient, and responsive to the needs of all citizens.
